Bane, sten2020, actually they do allow this. I imagine part of the reason for this is to allow resellers to sell out their stock of the older software.

Start the eLicenser Control Center application, found under Start/Programs/ eLicenser on a Windows PC or in the Applications folder of Mac OS X.
Enter your activation code for Cubase (Artist) 6/6.5. Your Cubase (Artist) 7 license will automatically be saved on your USB-eLicenser and the Steinberg Grace Period site will be opened.
Enter your USB-eLicenser number and click "Check for Grace Period eligibility". Once your version eligibility is confirmed, a download link will be displayed.
Download the Cubase (Artist) 7 version and start installing.
