Elicencer was was in laptop bag when stolen

Hi there all ,,,i am new to there forums ,,so i apologize for the silly question,,how do i go about obtaining a new elicencer ,,and what sort of actions do i need to follow to get my Cubase studio 5 to run again,
if anyone can direct me on the right path i would greatly appreciate it
