where do you find your soft-elicenser? Are you saying you can just drag that over to the Control Center for the USB elicenser?
Contrary to the USB-eLicenser, the Soft-eLicenser is not a physical device, but just an encrypted file on your computer's hard disk.
Another important difference that distinguished the USB-eLicenser from the Soft-eLicenser is the fact that you can move your USB-eLicenser between your different computers; the Soft-eLicenser cannot be moved between computers.
Now, both the USB-eLicenser and the Soft-eLicenser are basically containers that store licenses. It seems to me that you already understand (and want to profit from) the flexibility of the USB-eLicenser, by moving your Cubase 7 Elements license from your Soft-eLicenser to your USB-eLicenser.
Indeed, after you moved your Cubase 7 Elements license to your USB-eLicenser, you would be able to install Cubase 7 Elements to any computer, plug your USB-eLicenser (that now contains your Cubase 7 Elements license) to that computer, and start using Cubase immediately :-)
So, if I understand your situation correctly, you have a computer with a Cubase 7 Elements installation; consequently, your Cubase 7 Elements license would be stored within the Soft-eLicenser that resides on the same computer system / hard drive.
Then, you could
plug your USB-eLicenser into that computer,
launch eLCC on that computer -- it will display that computer's Soft-eLicenser, as well the connected USB-eLicenser, inlcuding all their licenses,
in eLCC's main window, drag your Cubase 7 Elements license from the Soft-eLicenser to USB-eLicenser,
confirm and complete the license transfer.
