These plugins are designed to produce old style LCRS type Matrixed surround streams that look like regular stereo but use clever tricks to fold the 4 channels into just 2.
The Encoder sets this up and the Decoder decodes it back again for monitoring purposes (vital during encoding).
Some might say that you would be better off using something like the Minnetonka Audio Dolby Pro-logic II plugin but at the moment this is still 32-bit on PC systems.
