Cubase 6 License and registration

I recently purchased a used Cubase 6. It is a full version. The dongle was broken and I was able to repair the circuit board. How can I determine if it was registered and to whom? Can I register it to myself? Will the elicenser server pull the License if I attempt to place it on my eLicenser which contains my SX1 and SX 3 licenses?

Register it, if it already is registered you know it is registered. Otherwise you you probably can' t find out to whom it is registered, unless Steinberg gives you the name of the former owner, which I doubt they are allowed to...
