It is free to the person who received the offer and activates it through NI Service Center. Not sure how NI qualifies customers for it, I assume you just need to own one of their titles. Last year they did the same thing with a filter effect called Driver, I installed/activated it and have not needed to upgrade or pay for it. They ended up putting Driver in the Komplete 9 Ultimate package and offering standalone for $49.
