Try launching the eLicenser control center application, see if it gives you any errors or indication of a problem with your license.
If it does, install the latest version of eLCC and try again. Contact support if there is a problem with your license.
If it doesn’t, I don’t know, something is wrong with your Cubase installation I guess.
