Wow. Artguy, you are hard to understand. No offense meant, but you do talk funny.
In case more clarity is need 
–The main thing is to make the prefs folder invisible to Cubase temporarily, to determine if they are causing the problem. Renaming the folder will do the trick, or safe mode works too, hold down ctrl-alt-shift while Cubase launches.
Also, There is a knowledgebase article that lists every Settings file and its contents.
This does sound more like a bad install or a bug though.
