Not sure if you ever solved this but I had exactly the same problem until last night when I downloaded Cubase 9 and installed from scratch. Seemed to fix everything.
Now all I have is some missing soundsets that Steinberg doesn’t seem to have downloads for! But that’s a story for another post!
