Please check at this Project Compatibility Chart. Yes, you should be able to open the project in Cubase Artist. Plug-ins will be problematic of course, especially if you were using 32-bit Cubase 4 version.
An old Cubase format projects, you can use in Cubase SE/SL/SX 3, where you can reserve them as CPR files.
