I assume the “Open VST Connect Editor” is disabled because the VST Connect Editor Window is already open. Check to see if it vanished behind other Cubase windows. See if you can select it from the taskbar. That behaviour may depend on how plugin windows open (e.g. “Always on top” disabled).
