It depends on codec. In Cubase 8 the video engine is based on Apple Quick Time. Make sure, you have Quick Time (Player) installed. If you can open the file in the Quick Time Player, you can open it in Cubase too.
Since Cubase 9.0.30, there is independent video engine in Cubase.
