If you only use a single Windows account with admin access, then install for a single user. Otherwise, install for all users.
Please remember which option you checked during installation because if you pick a different one while applying an upgrade, Cubase wont be able to automatically import your old settings. You’ll have to do it manually by copying and pasting the old files.
