Adjusting Measures in Elements

Adjusting Measures in Elements

I am trying to determine if Cubase Elements will meet my needs. I want to use Cubase for transcription. The key feature is the ability to import an audio track, then get the measures and beats to line up with the recorded audio. All of the videos that I've found use "time warp" which seems to be missing from Elements.

Is there another approach? Is there a technique / set of features to move the bars and beats so that they are aligned? I'm happy to do it manually. It doesn't need to autodetect at all

I understand that Time Warp is the best way, but Time Warp isn't present in Elements. So that leaves me with the choice of either getting a much more costly tool, just for that one feature, or finding a workaround.
