Depending on which way you want it, whether you always want Central Switcher bars in addition to the floating bar:
In Options/Global Preferences, deselect “Auto Hide If Active Workspace Has A Switcher”.
Or menu Workspace/Command Bars, deselect “Central Switcher Bar”.
