Installing an arpeggiator

Tried to follow the instructions on a readme with the arpeggiator but they are general, and I think some of the terms are different. So can someone lead me through step by step installing it.

What kind of arpeggiator? The one that comes with Cubase is a MIDI plugin that has to be used as a MIDI insert.

For third party stuff, you'll probably have to do something like this ("Setting up MidiShaper"):

Wow, that's harder looking than I expected.
It is a free online arpeggiator.
