Is there a quick and accurate way to set a cycle-marker start point to the exact same spot as another cycle marker’s end point? Or vice-versa, set one cycle marker’s end point to the exact same spot as a following marker’s start point?

Just drag the Start point of the 2nd cycle marker to meet the end point of the 1st marker, with Snap engaged. If the start/end points are not exactly on a bar/beat, change Snap mode to “Events”.
