I go there and try to buy the Cubase Artist 7 upgrade. (from AI 6)
When I enter my address, being in Canada, it jumps the price to $202.
($199 is the regular upgrade price at my local music store.)

I see what you mean. The full version of Cubase is offered for EUR 400, but I can get it at Long & McQuade for CAD 400 (a significant saving).
