Windows 10: audio dropouts on multi-core CPU setups

So currently there is

MMCSS limit (multi-core dependent)

FLS limit (plugins fail to load)

Memory management latency issue (should be fixed in the next upcoming “big” windows10 update

I know that #1 is not a problem in Windows 7. Are #2 and #3?
