I don't know if this is just coincidence or not but I just installed a Windows update (Windows 10 Pro) that took about 45 minutes. Then I tried to start up Nuendo 7 (64-bit) and got an error "Soft-eLicense doesn't have enough permissions to run properly. Please run LLC to fix this problem."
With the eLicenser I performed maintenance tasks.
The Soft-eLicenser stored on this computer seems to be altered in an unrecoverable way.
Under Nuendo it says "Deactivate Soft-eLicenser". My other software on the eLicenser shows no errors like this.

UPDATE: I installed the latest Nuendo update and this error message went away.

Have you tried simply downloading and installing the latest eLicenser Control installer?
This should fix the problem.
