I’m having a similar issue instead I know where the missing files are, point to the folder, scan but Cubase just ignores them.
Something so straight forward is just giving me headaches. Every now and then I organise my sound library, move folders & rename accordingly. For cubase to now act dumb like it’s blind to the sample files even when I point to the correct folders to scan is beyond frustrating.
