This does seem somewhat strange, I recently purchased a Scarlett 18i8 for live use and got excellent performance with my stage laptop (in 2.4 ghz quad core) with latency at the best possible setting of 1ms with Focusrite’s ASIO driver. Have you tried it at a faster setting? I did once have a situation where performance degraded with a larger buffer setting
